(October 18 09) Additional Village/Kage Duties + New Announcement Format!

We have some new village and kage duties, generally a Kage auto pay and village funds.

The Kage auto pay is there as Kage's cannot go on missions, so they get payed via a salary.

Villages gain a set amount of money a week to distribute among missions and other things.

Taxation can be used by the Kage to gain extra money for the village if it needs it. The rate can be applied by the Kage, and is up to them.

Also, a new Announcement format is in place, it will work like this:

(Date of Announcement) (Topic/Title)

This will aid people in knowing which Announcements are relevant or not, and should allow old announcements to die when they aren't needed.
